The Conversions API lets a business send Meta the real results of its ads directly from its own systems. Scale uses it for conversations that start from a click-to-WhatsApp ad: it reports the new lead, the qualified lead and the purchase with its value to your Meta dataset, so Meta can measure and optimise your ads for actual customers instead of clicks.
Two things apply. Meta charges its official rate for each template message — it depends on the recipient’s country and the template category — and bills it directly to your own WhatsApp Business account. Scale counts each campaign message as one message from your plan, and adds nothing on top of Meta’s rate.
