To send bulk WhatsApp messages without getting banned, send them through the official WhatsApp Business Platform rather than a “WhatsApp sender” app or WhatsApp Web automation, message only people who agreed to hear from your business, use message templates Meta has approved, start with your warmest contacts, and give every recipient an easy way to stop. Numbers are restricted because of the tools used and how recipients react, not because of volume alone.
Why do WhatsApp numbers get banned for bulk messaging?
WhatsApp acts on how messages are sent and how people react to them, not on how many customers you have. Almost every ban traces back to one of four causes:
- Unofficial tools. WhatsApp’s Terms of Service list bulk messaging, auto-messaging and auto-dialing as impermissible use of the ordinary app, and its help centre warns that modified or unofficial versions of WhatsApp can get an account temporarily or permanently banned.
- Messaging people who never asked. The WhatsApp Business Messaging Policy lets you contact someone only if they gave you their number and opted in to receive your messages. A bought, scraped or copied list fails both tests.
- Blocks and reports. Any recipient can block or report you, and Meta’s policy says significant negative feedback can limit your sending or remove your access to WhatsApp for Business.
- Breaking content rules. Misleading offers, restricted products and marketing disguised as a “utility” message are all violations.
On the official platform, Meta’s enforcement steps escalate: a warning, then a 1- or 3-day block on templates, then a 5-, 7- or 30-day block on all messages, then an account lock that only an appeal lifts, and finally permanent removal. Severe harm, such as scams, can mean removal straight away.
Is it safe to use a WhatsApp sender app or an unofficial API?
No. Desktop “bulk sender” programs, browser extensions that drive WhatsApp Web, modified apps and “unofficial WhatsApp API” services all automate an ordinary WhatsApp account, which is exactly what WhatsApp’s terms forbid. The risk cannot be configured away: the tool’s normal operation is the violation.
What you put at risk:
- The number itself, with its chat history and your customers’ trust.
- Your customer list, uploaded to servers you cannot see into.
- Any recourse: no Meta support, no appeal path for business senders, no quality data to warn you first.
- Your money: “anti-ban mode”, random delays and rotating numbers only change when the pattern is detected.
If a vendor cannot show that it connects your number through Meta’s own signup and sends templates Meta has approved, treat it as an unofficial tool.
What is the official way to send WhatsApp bulk messages?
There are two official routes. The WhatsApp Business app has broadcast lists, but they only reach people who have saved your number. A newer business broadcasts feature is arriving in some countries; if many people report or block those broadcasts, WhatsApp warns you and then suspends the feature on your account.
The WhatsApp Business Platform, the Cloud API usually used through software built on it, is the route for real volume. Outside the 24-hour customer service window (the 24 hours after a customer’s last message to you), Meta’s policy allows only approved message templates, each in one category:
- Marketing: offers, announcements, new products, invitations to come back. Anything that mixes promotion with other content counts as marketing.
- Utility: non-promotional messages tied to something the customer did or asked for, such as an order update or a booking confirmation.
- Authentication: one-time passcodes only.
Meta reviews every template before you can send it, can move an approved utility template to marketing when it reads like one, and restricts the utility templates of businesses that keep mislabelling them. Since 1 July 2025 Meta charges per delivered template message, at a rate set by category and the recipient’s country (see Meta’s pricing page), and since 1 October 2026 it also charges for non-template replies sent inside the 24-hour window. | Question | Unofficial sender tool | Business app broadcast | Business Platform (API) |
|---|---|---|---|
| Allowed by WhatsApp? | No | Yes | Yes |
| Who it reaches | Anyone on the list, until the number is banned | Broadcast lists: only people who saved your number | People who opted in, within your Meta messaging limit |
| What you can send | Anything | Free text | Approved templates outside the 24-hour window |
| Risk to your number | Built in: the tool itself breaks the terms | Depends on opt-in and how people react | Depends on opt-in and how people react |
How do WhatsApp messaging limits work after the 2025 changes?
A messaging limit is the number of different people your business can deliver messages to outside a customer service window in a moving 24-hour period. It counts people, not messages, and nothing you send inside an open service window uses it up. Meta changed the rules on 7 October 2025, so older guides describing tiers per phone number are out of date. According to Meta’s messaging limits documentation:
- The limit belongs to the business portfolio, not the phone number. All numbers in the portfolio share it, so a second number adds no capacity.
- New portfolios start at 250 unique people per 24 hours.
- 2,000 comes through a scaling path: verify your business, have the partner who onboarded you verify it, or deliver 2,000 template messages outside the service window to unique people within 30 days using high-quality templates. Meta then reviews your message quality before approving.
- Then growth is automatic: 10,000, then 100,000, then unlimited. Meta raises you one level within 6 hours once you send high-quality messages across all your numbers and templates and have used at least half of your current limit in the last 7 days.
- Low quality no longer cuts the limit automatically. Meta removed the old “Flagged” state and automatic downgrades, but low quality still blocks growth and puts templates at risk.
Check your limit in WhatsApp Manager under Account tools, then Messaging limits. The lesson: the limit grows with well-received messages, not by spreading one list across extra numbers.
What is the WhatsApp quality rating, and what lowers it?
Meta turns how people respond to you into two ratings you can see in WhatsApp Manager.
Phone number quality rating. Meta’s quality rating reflects how recipients received your recent messages, using signals such as blocks, reports and the reasons people give when they block you. It shows as High, Medium or Low.
Template quality. Each template has its own rating, based on usage, feedback and engagement; negative feedback and low read rates pull it down. A template that falls to low quality is paused for 3 hours the first time and 6 hours the second, and disabled the third time.
Two more mechanisms protect recipients before you notice a problem:
- Template pacing. A paced marketing template goes out up to a threshold, then the rest waits while Meta reads early feedback; bad feedback means the held messages are dropped and the template paused.
- Per-user marketing limits. WhatsApp may limit how many marketing templates one person receives from all businesses, based on their recent engagement. Those messages fail with error 131049, and Meta asks you to wait at least 24 hours before trying that person again.
In practice, quality drops when you message people who don’t remember you, send one offer to the whole list, send too often or late at night, leave out your name or a way to stop, or ignore the replies you get.
How do you get opt-in for WhatsApp marketing messages?
Meta’s rule is short: contact someone on WhatsApp only if they gave you their number and opted in to receive your messages, and respect every request to stop, on WhatsApp or off it. Meta’s opt-in guidance adds that the opt-in must clearly name your business and make clear that the person is agreeing to receive its messages. The method is yours, as long as it meets those requirements and local law.
Opt-in that holds up:
- An unticked checkbox on your website or checkout that names your business and the kind of messages to expect.
- A clear question in a WhatsApp chat the customer started, with their “yes” kept on record.
- A paper or in-store sign-up form that names the business.
What is not opt-in: a bought list, numbers copied from a group, a phone number typed into an order form for delivery, or a buyer from years ago who never heard from you since. Meta also recommends separate opt-ins for different kinds of messages, such as order updates and promotions.
Step by step: how to send bulk WhatsApp messages without getting banned
1. Start with the people most likely to welcome it
Segmenting is your strongest protection. Send each group the message that fits it:
- By stage: a recent product enquiry, an existing customer and an old enquiry that went cold need different messages, or none.
- By tag: product interest, branch, city, language or the campaign that brought them in.
- By recency: people who talked to you recently remember you; a contact silent for a year may not.
- By exclusion: remove anyone who asked to stop or complained.
Send your first broadcast to the smallest, warmest group. Good reactions protect your quality rating, and using your limit well is what lets Meta raise it.
2. Write a message people expect
- Name your business in the first line.
- Lead with what is in it for the reader: the offer, the new arrival, the date.
- Use the customer’s name and one detail that explains why they are getting it, such as “you asked about the winter collection”.
- One message, one action: a single link or quick-reply button.
- Write in the customer’s language, Arabic or English.
- Choose the honest category: if it sells, it is marketing.
3. Add an opt-out line
End every marketing template with a way out, such as “Reply STOP to stop receiving offers” or a quick-reply button, and honour it by removing that person from future campaigns. A visible way out gives an uninterested recipient an alternative to the block button.
4. Choose the timing and the pace
- Send during your customers’ waking hours in their time zone, never late at night.
- Send when your team, or your AI agent, can answer: a reply opens a 24-hour customer service window in which you can respond without a template.
- Keep to a frequency you would accept from a shop you like.
- Send a test to your own phone first and check the variables, link and image.
How do you measure a WhatsApp broadcast?
A broadcast succeeds when it brings replies and sales without hurting your quality. Track these for every send:
| Measure | What it tells you |
|---|---|
| Delivered | How many messages reached a phone. Error 131049 means per-user marketing limits, not a broken list. |
| Read | Whether your first line earned attention; low read rates also weigh on template quality. |
| Replies | Real interest, and conversations someone must answer. |
| Opt-outs | A jump means the segment or the offer was wrong. |
| Quality rating and template quality | How Meta saw the send. |
| Sales or bookings | What the campaign actually earned. |
Compare segments as well as campaigns, then keep what earns replies and drop what earns opt-outs.
Sending WhatsApp campaigns with Scale
Scale is an AI agent that answers your WhatsApp, Instagram and Messenger and keeps every conversation in a built-in CRM. Its campaigns follow the official route above:
- Official connection. You connect your own WhatsApp Business number through Meta’s official signup; a number already in the WhatsApp Business app can keep working there (Coexistence). See how to connect WhatsApp Business.
- Approved templates only. Campaigns send WhatsApp templates Meta has approved.
- Audience by lead stage and tags. Every conversation becomes a lead with a stage (New Lead, Interested, Qualified, Appointment Booked, Customer or Lost), so you can message Interested leads without touching customers or lost leads, then narrow further with tags.
- CSV import with tags. Import contacts from a CSV file together with their tags.
- Clear costs. Each campaign message sent counts as one message against your Scale plan; Meta bills its own template fee to your WhatsApp Business Account.
- Replies get answered. Replies land in the shared inbox, where the AI agent answers from your knowledge base in Arabic or English, and any team member can take over in one tap.
What Scale does not do: it does not check that imported numbers gave consent; that stays your responsibility. It does not approve templates or raise your messaging limit; Meta decides both. And a second WhatsApp number in the same workspace (Scale allows two by default) adds nothing to Meta’s limit when both sit in the same business portfolio.
Setup steps are in our WhatsApp campaigns guide. Selling online? See how Scale answers product questions on the e-commerce page, or the education page for enrolment campaigns. When you are ready, create your Scale account and start with your warmest segment.
Frequently asked questions
Can WhatsApp ban my number for sending bulk messages?
Yes, if you send through unofficial tools or your messages draw many blocks and reports. WhatsApp’s terms forbid bulk and automated messaging from ordinary accounts, and on the Business Platform repeated violations lead to escalating restrictions and, in the end, removal.
How many WhatsApp messages can I send per day?
That depends on your messaging limit: the number of unique people your business can message outside a customer service window in a moving 24-hour period. New business portfolios start at 250 and can grow to 2,000, 10,000, 100,000 and unlimited as Meta sees high-quality sending.
Do I need permission before sending a WhatsApp broadcast?
Yes. Meta’s policy lets you message people only if they gave you their number and opted in to receive messages from your business, and you must respect every request to stop.
Does adding more WhatsApp numbers let me send more messages?
Not within one business portfolio. Since 7 October 2025 Meta sets the messaging limit for the whole business portfolio, and every number in it shares that limit.
How much does it cost to send bulk WhatsApp messages?
Meta charges for each delivered template message by category and recipient country, and since 1 October 2026 also per message for non-template replies inside the 24-hour customer service window. Messages in a click-to-WhatsApp ad’s 72-hour free entry point window stay free, and software such as Scale charges for its own plan.
What should I do if my WhatsApp Business number is restricted?
Stop sending, read the violation in Meta’s Business Support Home and fix its cause before you resume. If you think the decision is wrong, request a review there; Meta notes that not every spam violation can be appealed.
