WhatsApp Business App vs API: Which One Does Your Business Need?

The app is a phone; the API is a phone line a whole team can plug into. A clear comparison, the signs you have outgrown the app, what changes when you move, what stays, and how Coexistence lets you keep both on the same number.

On this page9 sections

WhatsApp Business app vs API, in one line: the app is a free phone app for an owner who answers chats personally; the API — Meta calls it the WhatsApp Business Platform — connects your number to software, so a team, an AI agent and a CRM can share the same conversations under Meta’s rules and per-message pricing. You need the API once one phone can’t keep up, and with Coexistence one number can run both.

What is the difference between WhatsApp Business and the WhatsApp Business API?

Both put your business on WhatsApp with a business profile, but for very different jobs.

The WhatsApp Business app is the app you download from the app store. It runs on one phone with your business number, plus a few linked devices — a laptop, a tablet — signed into the same account. It gives you a business profile, a catalogue, labels, quick replies, and greeting and away messages; everything else happens by hand. Broadcast lists send one message to several saved contacts at once. Meta is also rolling out its own AI agent, Meta Business Agent, inside the app for eligible businesses in some markets.

The WhatsApp Business Platform — what most people mean by the WhatsApp Business API — is not an app you open. It is a set of programming interfaces (Meta’s Cloud API) that lets software send and receive your WhatsApp messages, through a product built on it or software your own developers write. That is what makes a shared team inbox, AI agents, CRM records and large opted-in campaigns possible. In exchange you work by the Platform’s rules: approved templates, customer opt-in, messaging limits and per-message pricing.

A simple way to picture the difference between WhatsApp Business and the WhatsApp Business API: the app is a phone; the API is a phone line you can plug a whole office into.

WhatsApp Business app vs API: a side-by-side comparison

The Meta rules below were checked against Meta’s documentation in October 2026. Meta revises them, so the linked pages have the final word.

What you compare WhatsApp Business app WhatsApp Business Platform (API)
Users and devices One phone plus a few linked devices on the same account. Everyone sees every chat; nobody can tell who answered. As many people as your software allows, each with their own login, assigned chats and permissions.
Automation Greeting message, away message, quick replies and labels — fixed texts you set by hand. Whatever your software does: routing, qualification questions, follow-ups, records that update themselves.
Chatbots and AI No outside chatbot can connect. Meta Business Agent, Meta’s own AI, is reaching eligible businesses in select markets. Any chatbot or AI agent your provider or developers offer, answering from your own information.
Sending to many people Broadcast lists, which reach only contacts who saved your number. Paid marketing messages in some countries. Campaigns from Meta-approved templates, sent to people who opted in — saved number or not — within Meta’s messaging limits.
Multi-agent inbox No. One shared account on the phone and its linked devices. Yes, in the software you use: assignment, takeover, notes, each agent seeing their own chats.
Integrations and CRM None. The app offers no interface for other software. Connects to a CRM, spreadsheets, calendars, online stores and ad platforms through your software.
Cost model Free to download and to chat. Marketing messages, where offered, are paid per delivered message. Per-message pricing since 1 July 2025: templates are charged by category and the customer’s country. Meta has announced charges for in-window replies from 1 October 2026. Plus your software subscription.
Your number Lives in the app on one phone. Registered on the Cloud API; several numbers can sit under one WhatsApp Business Account.
Using both on one number Yes, with Coexistence: the app keeps working on the phone. The same number is connected to the API, and one-to-one chats are mirrored between the two.

For costs, see Meta’s Platform pricing page and its page on pricing for non-template messages, and check the rates for your customers’ countries.

Can you use the WhatsApp Business app and the API on the same number?

Yes. Meta calls it Coexistence: a business that already uses the WhatsApp Business app connects the same number to the Cloud API through software that supports it, and keeps using the app on its phone. Before Coexistence, moving a number to the API meant deleting it from the app and losing the history there. According to Meta’s guide to onboarding WhatsApp Business app users, this is how it works today:

  • One-to-one chats are mirrored. What you send from the app appears in the connected software, and the other way round.
  • Recent history can come across once. While connecting, the business can choose to share up to six months of one-to-one chat history. Meta allows that request only once, within 24 hours of connecting, and group chats are never included.
  • Broadcast lists stop. You cannot create new ones, and existing lists become read-only. Bulk sending moves to template campaigns on the API.
  • Some chat features switch off in one-to-one chats: disappearing messages, view-once messages and live location.
  • Group chats, calls, channels, the catalogue, labels and quick replies stay in the app. They keep working there, but not through the API.
  • Linked devices are reset. Connecting unlinks your companion devices; you can link the supported ones again. WhatsApp for Windows is not supported.
  • The phone has to stay in use. Meta can disconnect the number from the API if the phone running the app is inactive for about 14 days.
  • Two price lists. Messages you send from the app stay free; messages sent through the API are billed at Platform rates. An app message does not open or extend the API’s 24-hour customer service window.

To disconnect later, the business goes to Settings > Account > Business Platform in the app.

Signs your business has outgrown the WhatsApp Business app

The app is a good tool, and plenty of businesses never need more. These are the signs that you do:

  • One phone is passed around. When three people answer from one account, nobody can see who promised what, and nobody owns the follow-up.
  • Messages slip through. New enquiries get buried under suppliers, family groups and old customers, and those that arrive in the evening wait until somebody opens the phone.
  • You don’t own your leads. The only record of a customer is a chat thread on a phone: no stage, no owner, no searchable notes. When the person who handled it leaves, the context leaves too.
  • Your broadcasts miss people. WhatsApp’s help page on broadcast lists confirms a broadcast reaches only contacts who saved your number, so people who messaged you from an ad and never saved it miss your offers.
  • Ads pour chats into one phone. Click-to-WhatsApp ads bring conversations, but nobody can tell which ones became sales.
  • The same questions eat the day. Prices, delivery areas, opening hours, answered by hand over and over by people who should be selling.

If two or more of these sound familiar, the question is no longer whether to move to the API, but how to do it without breaking what already works. How a team works WhatsApp leads in a CRM is covered in our guide to a WhatsApp CRM for sales teams.

What changes when you move to the WhatsApp Business API

  • You need a Meta business set-up. A Meta business portfolio, a WhatsApp Business Account, and a payment method at Meta for the messages it charges for. Products built on Meta’s signup walk you through it, so no developer is needed.
  • The 24-hour customer service window shapes every conversation. When a customer messages you, a 24-hour window opens in which you can reply freely. Outside it, you can only reach them with an approved template.
  • Templates need Meta’s approval. Each template has a category — marketing, utility or authentication — and Meta reviews it, can reject it, and can move it to another category later (Meta’s template categories).
  • Opt-in is your responsibility. Before you message people first, they must have agreed to hear from your business, and the opt-in must name your business (Meta’s opt-in rules).
  • Messaging limits apply. Meta caps how many unique people a business can message outside the customer service window in a moving 24-hour period. New business portfolios start at 250, move up through higher tiers as you verify the business and keep quality high, and share the limit across every number (Meta’s messaging limits).
  • You pay per message. Since 1 July 2025, Meta charges per delivered template message, based on its category and the customer’s country. Meta’s pricing documentation also states that from 1 October 2026 service messages — your free-form replies inside the window — are charged per message, while messages in the free entry point window opened by click-to-WhatsApp ads stay free.
  • Broadcast lists become campaigns. Instead of lists of saved contacts, you send templates to filtered audiences of people who opted in.

The full set-up is covered in our WhatsApp Business API guide.

What stays the same when you move

  • Your number. Customers keep messaging the number they already have.
  • Your phone, with Coexistence. The owner can keep answering from the app, and those replies appear in the team’s inbox.
  • Your business profile. The name, address and website on your profile stay as they are.
  • Groups, calls and channels. They stay in the app, untouched.
  • What customers see. A chat with your business, inside WhatsApp.
  • The basics of good service. The API answers nobody by itself: someone, or an AI agent you train, still has to know your prices and policies.

WhatsApp Business or API: which one do you need?

Stay on the app if you answer your own chats, the volume fits your day, you don’t run ads to WhatsApp, and you never need to message people who haven’t saved your number.

Move to the API if more than one person answers, leads arrive from ads, you want an AI agent or automation to take the first reply, you need a record of every lead, or you want to send campaigns to opted-in customers.

Use both with Coexistence if the owner wants to keep the phone in hand while a team and an AI agent work the same number from an inbox. For most growing businesses in Egypt and the Gulf this is the practical middle path: nothing breaks on the phone, and the team gets proper tools.

Keeping the app and adding a team and an AI agent with Scale

Scale is one way to run the API side without a developer. It connects your own WhatsApp Business number through Meta’s official signup, and a number already in the WhatsApp Business app keeps working there through Coexistence. The steps are in how to connect WhatsApp Business to Scale.

  • One shared inbox for WhatsApp, Instagram DMs and Facebook Messenger, with up to two WhatsApp numbers per workspace by default (contact the Scale team for more) and unlimited team members on every plan.
  • An AI agent that answers from your own knowledge base — text you write plus PDF, Word, Excel or CSV files — in Arabic or English, in the Arabic dialect you choose. It transcribes and answers voice notes, and topics you list under “Never Guess These” always go to a person.
  • A built-in CRM. The AI asks the qualification questions you choose and saves the answers on the lead. Every lead has a stage (New Lead, Interested, Qualified, Appointment Booked, Customer or Lost), an owner, notes, its history and an AI summary.
  • Fair routing. New leads go round-robin to salespeople who are on shift; if nobody is, the lead waits in a queue. Each agent sees only their own leads, and the owner sees everything.
  • One-tap takeover. A team member takes over a chat and the AI stops replying there; the AI also hands over by itself when a customer asks for a person.
  • Campaigns in place of broadcast lists: approved WhatsApp templates sent to contacts filtered by lead stage or tags, including contacts imported from a CSV file.

What Scale does not do: it cannot bring broadcast lists back on a Coexistence number or sync group chats — those are Meta’s rules. It never messages anyone outside the 24-hour window except with an approved template; inside the window, if a chat goes quiet while a question is open, the AI sends one follow-up. And the AI answers only from what you give it. See how it works for real estate, clinics and online stores, or start your free trial and connect your number.

Frequently asked questions

What is the difference between WhatsApp Business and the WhatsApp Business API?

The WhatsApp Business app is a free phone app for answering chats by hand from one shared account. The WhatsApp Business API, officially the WhatsApp Business Platform, connects your number to software so a team, an AI agent and a CRM can share it, under Meta’s template rules and per-message pricing.

Can I use the WhatsApp Business app and the API on the same number?

Yes. With Meta’s Coexistence, a number already in the WhatsApp Business app can be connected to the Cloud API and keep working in the app, with one-to-one chats mirrored between the two. Broadcast lists become read-only, and disappearing, view-once and live-location messages are turned off in one-to-one chats.

Is the WhatsApp Business API free?

No. Meta charges per delivered template message based on the template category and the customer’s country, and its pricing documentation announces charges for service replies inside the 24-hour window from 1 October 2026. Most businesses also pay for the software they use on top of the API.

Will I lose my WhatsApp chats if I move to the API?

Not with Coexistence. Your chats stay in the app, and you can choose to share up to six months of one-to-one history with the connected software, once, within 24 hours of connecting; group chats are never shared.

Can more than one person use the WhatsApp Business app?

Only by sharing one account across the phone and its linked devices, so everyone sees every chat and there is no assignment or record of who replied. A real multi-agent inbox with separate logins needs the API and software built on it.

Do I need a developer to use the WhatsApp Business API?

No. Software that offers Meta’s signup lets you connect your number by signing in with Facebook and verifying the number, without writing code. You only need developers if you want to build your own system on the Cloud API.

Do WhatsApp broadcast lists work with the API?

No. Once a number uses Coexistence its broadcast lists become read-only, and the API has no broadcast lists of its own. You send campaigns built from Meta-approved templates to people who opted in instead.
