The WhatsApp Business API — officially the WhatsApp Business Platform, running on Meta’s Cloud API — is WhatsApp for businesses that handle conversations at volume: a team or an AI agent answering one number, approved message templates, and the inbox or CRM of your choice. Meta charges per delivered message, and since 1 October 2026 that includes replies inside the 24-hour customer service window; on the API, only the free entry window opened by Click-to-WhatsApp ads remains free.
This guide is for businesses in Egypt and the Gulf; every Meta rule in it was checked against Meta’s documentation in October 2026.
What is the WhatsApp Business API?
WhatsApp comes in three forms: the ordinary app for people, the free WhatsApp Business app for a small business answering from one phone, and the WhatsApp Business Platform, still widely called the WhatsApp Business API. The platform has no app of its own: your number is connected to software that sends and receives messages through Meta’s servers.
Since Meta retired the On-Premises API in October 2025 (sunset notice), the Meta-hosted Cloud API is the only way in. As About the WhatsApp Business Platform explains, you work with a business portfolio (formerly Business Manager), a WhatsApp Business account (WABA) inside it, business phone numbers with display names, and message templates that Meta reviews. Still choosing? Read WhatsApp Business app vs API.
Who actually needs the WhatsApp Business API?
The free Business app is enough for many small shops. The API makes sense when:
- Several people answer one number, and you need to assign chats and see who replied.
- You want an AI agent or automation replying on your number, including after hours.
- Conversations should land in a CRM, not stay in one employee’s phone.
- You want to message opted-in customers after a chat goes quiet, with approved templates.
- You run Click-to-WhatsApp ads and want to report leads and purchases back to Meta.
Typical cases in Egypt and the Gulf: online stores answering stock and delivery questions, clinics handling booking enquiries, and real-estate brokers qualifying ad leads.
What do you need to get WhatsApp Business API access?
- A Meta business portfolio that belongs to the company, not to one employee’s profile. You can create it in Meta Business Suite or during signup.
- A phone number you own that can receive an SMS or a voice call; short codes are not supported. A number on the ordinary WhatsApp app must have that account deleted first, while a WhatsApp Business app number can use Coexistence (Meta’s number requirements).
- A display name related to your business; a person’s name or an unrelated brand is rejected (display name guidance).
- A two-step verification PIN, required when a number is registered.
- A payment method on the WhatsApp Business account, since messages are charged.
Business verification is not required to start, but it matters early. Done in the Security Center of Meta Business Suite (Meta’s steps), it is one route to a higher messaging limit, it raises a new portfolio’s cap on registered numbers from two to 20, and it is required for an Official Business Account. The legal name, address and website must match your commercial registration.
How does WhatsApp Business API pricing work in 2026?
Meta has charged per message, not per conversation, since 1 July 2025, and on 1 October 2026 it started charging for service messages too. Its pricing page and its page on non-template messages come down to five rules:
- Templates are charged when delivered, at a price set by the category: marketing, utility or authentication.
- Replies inside the 24-hour window are no longer free. Since 1 October 2026 every non-template message — text, images, voice notes, documents — is charged per message, at the same rate as utility and authentication messages in the customer’s market. They had been free since November 2024.
- Utility templates sent inside an open window are charged too from that date; only one charge applies per message.
- Free entry points stay free. If a customer writes from a Click-to-WhatsApp ad or a Facebook Page button on the Android or iOS app and you reply within 24 hours, a 72-hour window opens in which every message, templates included, is free.
- The rate follows the customer’s country code, not yours. A message from an Egyptian number to a customer in Saudi Arabia is charged at the Saudi rate.
Utility and authentication templates get cheaper through monthly volume tiers counted across your portfolio; marketing templates and service messages have none.
What this means in Egypt and the Gulf
Egypt, Saudi Arabia and the UAE each have their own rates. Smaller markets such as Bahrain, Jordan and Lebanon are priced as a “Rest of Middle East” region, which Meta is splitting up — Kuwait and Oman got standalone rates on 1 October 2026. Rates change only at the start of a quarter: Egypt’s marketing rate fell on 1 January 2026 and Saudi Arabia’s rose on 1 April 2026, when Meta also added the Saudi riyal and UAE dirham as billing currencies. We quote no prices because they move; download the current rate card before you budget. Now that every reply has a price, make each message count: answer completely rather than in fragments, and use Click-to-WhatsApp ads where the free entry window matters.
What are WhatsApp message templates, and which category is yours?
A template is a pre-written message, with optional variables such as a name or an order number, that Meta reviews before use; you need one outside the customer service window. Meta’s template categorization defines three categories:
- Marketing — offers, new products, discounts and retargeting.
- Utility — non-promotional follow-ups to something the customer did or asked for: an order confirmation, a shipping update, an appointment confirmation, an account alert.
- Authentication — one-time passcodes that verify a person’s identity.
Two rules catch businesses out. Meta decides the category — since April 2025 a utility submission that Meta judges to be marketing is approved, and charged, as marketing — and a “utility” message with a discount in it is marketing. Marketing also has a per-user limit: WhatsApp caps how many marketing messages one person receives from all businesses, based on their engagement, so some sends are not delivered.
How does the 24-hour customer service window work?
According to Meta’s service messages documentation, a customer’s message or call opens a 24-hour customer service window, and each new customer message resets it to a full 24 hours. While it is open you can send anything — free-form text, images, documents, voice notes, buttons — without a template or pre-approval (but, since 1 October 2026, not without a charge). Once it closes, only approved templates can go out until the customer writes again — so ask your follow-up question before it closes, and prepare templates for customers who go quiet.
What are WhatsApp messaging limits and the quality rating?
Under Meta’s current rules, your messaging limit is the number of unique WhatsApp users you can deliver messages to outside a customer service window in a moving 24-hour period; replies inside a customer’s window do not count.
- The limit belongs to the business portfolio and is shared by all its numbers.
- New portfolios start at 250 unique people.
- 2,000 comes next, by verifying your business (or having your onboarding partner verify it), or by delivering 2,000 messages outside customer service windows within 30 days with high-quality templates.
- Then 10,000, 100,000 and unlimited, automatically, when quality is high and you used at least half your limit in the last 7 days.
Each number’s quality rating — high, medium or low in WhatsApp Manager — reflects how people reacted to your recent messages, above all blocks and reports. A low rating stops your limit from rising and, if it persists, can lower it. Protect it by messaging only people who opted in — Meta requires consent that names your business — and making it easy to stop. More in how to send bulk WhatsApp messages without getting banned.
Can you keep your number in the WhatsApp Business app? (Coexistence)
Yes. Meta calls it onboarding WhatsApp Business app users; most people say Coexistence. Your Business app number is connected to the Cloud API through a partner’s signup and keeps working in the app. According to Meta’s documentation:
- You need app version 2.24.17 or later, and you confirm the connection from the phone that holds the number.
- Messages sent from the app stay free; messages sent through the API follow Cloud API pricing.
- Chats stay in sync; if you share them, up to 180 days of one-to-one history can be imported, provided the partner synchronises it within 24 hours of onboarding.
- Broadcast lists are disabled, group chats are not synchronised, and companion devices are unlinked (supported ones can be linked again).
A number on the ordinary WhatsApp app can be moved to the WhatsApp Business app first. For most small and mid-sized businesses this is the easiest route: customers keep the number they know, and the owner still answers from the phone.
Build on the Cloud API yourself, or use a platform?
You can build directly on the Cloud API — a Meta developer app, webhooks and software of your own — or use a platform from a Meta partner, a Business Solution Provider or a Tech Provider, that connects your number through Meta’s Embedded Signup.
| Question | Build on the Cloud API | Use a platform |
|---|---|---|
| What you need | Developers, a webhook server, secure storage for access tokens | A business portfolio and your number |
| Team inbox, AI and automation | You build or integrate them | Included, depending on the platform |
| Meta’s message charges | Billed to you by Meta | Billed by Meta or passed on by the partner — ask which |
| Other costs | Hosting and development time | The platform’s subscription |
| Keeping up with Meta’s changes | Your team | The partner |
| Who owns the WhatsApp Business account | You | It should sit in your own portfolio — confirm before you sign up |
Building suits a company with engineers and an unusual workflow. For most businesses a platform is the shorter road, as long as the WhatsApp Business account stays in your portfolio so the number remains yours if you switch.
How to connect the WhatsApp Business API: a step-by-step checklist
- Pick the number: a new one, or the one customers know (a Business app number can use Coexistence).
- Prepare the business portfolio: the company’s, under your full control, with legal details matching your commercial registration.
- Choose the display name customers know you by, and your route — making sure the WhatsApp Business account is created in your portfolio.
- Run the signup: log in with Facebook, pick or create the portfolio and WhatsApp Business account, enter the number, verify it by SMS or voice code (or from the Business app for Coexistence), and enter the display name.
- Add a payment method to the WhatsApp Business account, and start business verification if you will message more than 250 people in 24 hours outside the window.
- Submit your first templates: a utility template per real event (“order confirmed”, “booking confirmed”) and one marketing template.
- Set your opt-in wording and your route to a person — WhatsApp’s Business Messaging Policy allows automation but requires clear escalation to a human — then test from a personal phone.
How do you get the WhatsApp Business API with Scale?
Scale is a Meta Tech Provider. You connect your own number through Meta’s official signup inside Scale (How to connect WhatsApp Business to Scale); the WhatsApp Business account stays in your name, Meta bills you directly, and a Business app number keeps working through Coexistence. You get:
- An AI agent answering from your knowledge base — your text plus PDF, Word, Excel and CSV files — in Arabic or English, in the dialect you choose. It answers voice notes, and topics under “Never Guess These” go to a person.
- One shared inbox for WhatsApp, Instagram and Messenger, with one-tap takeover that stops the AI in that chat; the AI also hands over when a customer asks for a person.
- A built-in CRM: lead stages from New Lead to Customer or Lost, an AI summary, owner, notes and history on every lead, and round-robin assignment to salespeople on shift.
- Up to two WhatsApp numbers per workspace by default (multiple WhatsApp numbers; contact the Scale team to connect more), with unlimited workspaces and team members.
- One AI follow-up inside the 24-hour window when a chat goes quiet, then campaigns of approved templates filtered by lead stage or tags.
- Conversions API reporting of leads, qualified leads and purchases from Click-to-WhatsApp ads.
What Scale does not do is change Meta’s rules or prices: Meta still reviews templates and bills every message, limits and quality ratings are still Meta’s, you still need opt-in, and a workspace connects up to two WhatsApp numbers by default; for more, contact the Scale team. Frequently asked questions
Is the WhatsApp Business API free?
No. Since 1 October 2026 Meta charges for every delivered message, including replies inside the 24-hour customer service window, at rates set by the customer’s country and the message category. The only free API messages are those sent in the 72-hour free entry point window that a Click-to-WhatsApp ad or Facebook Page button opens, and a platform on top of the API usually has its own subscription.
How much does the WhatsApp Business API cost in Egypt?
Egypt has its own rates on Meta’s rate card, applied to messages delivered to Egyptian numbers wherever your business is based: one per template category, and replies inside the 24-hour window cost the same as Egypt’s utility and authentication messages. Rates can change each quarter, so check the current rate card before you budget.
Can I use my current WhatsApp number with the API?
Yes. A WhatsApp Business app number can be connected through Coexistence and keep working in the app. A number on the ordinary WhatsApp app can be moved to the Business app first; otherwise its WhatsApp account must be deleted before the number is registered.
Do I need business verification to use the WhatsApp Business API?
No, you can start without it. Verification is one way to raise your messaging limit from 250 to 2,000 unique people per 24 hours, it raises a new portfolio’s cap on registered numbers from two to 20, and it is required for an Official Business Account.
Do I need a developer to use the WhatsApp Business API?
Only if you build on the Cloud API yourself: a Meta developer app, webhooks, a server and your own inbox. With a platform that uses Meta’s Embedded Signup, the portfolio owner connects the number without writing code.
Is an AI chatbot allowed on the WhatsApp Business API?
Yes. WhatsApp’s Business Messaging Policy allows automated replies as long as customers have clear, direct ways to reach a person, such as a hand-off to a human agent in the chat. Meta’s separate pricing policy for AI Providers covers companies whose product is a general AI assistant, not a business answering its own customers.
